It means that the customs light has priority over the customs progress light as the customs light is a real time light and the customs progress light has a delay. Normally the information is sent around 6.30 am and 14.15 pm
Mind that CPu doesn’t know how many lines are present within a Bill of Lading and hence CPu can’t conclude if the entire container is cleared.
